Does anyone recognize this setup and know where I can get another rubber band.... the current one is working well but I always like to have a spare on hand.

IBM used that setup on their copiers. I'm surprised it is strong enough to drive the trim. It uses a glorified 'O' ring. They usually stretch long before they break. McMaster Carr or a hydraulic parts supply for a source. Replacement probably should be a little undersize in length.
