Dick,
I just thought about this. You have your rudder off don't you? With the cables disconnected the pedals are pulled forward by the return springs and lay against the tank supports. Before you jump in there and start moving the pedals back, pull the rudder cables back and check the clearance again. The rudder pedals are or should be vertical in the neutral position, and stop shy of the tank support, hence the reason only the top of the brake pedal is trimmed off.
